In September 1983, Arnold Chase and his company were allotted a development permit for frequency 61. At the beginning of the launch, Chase decided to call his new channel WTIC. It was decided in memory of Ella T. Grasso. She was the first woman to work as governor of Connecticut. The lady died in 1981.

On February 3, 1984, these call letters were assigned to FOX WTIC News. Nevertheless, during this time around, the Federal Communications Commission (FCC) made few changes in its regulations. This allowed outlets that were separately owned, to get approval to share a call sign in the same business. Chase took permission from his father. He was actually the owner of WTIC radio. He requested to allow Arch to use the historic FOX WTIC call letters. After getting permission, in June 1984, Arch applied for renunciation to use the call sign.
